Presenters: Doug Kemp & Brian Carpenter

Mr. Kemp is the Program Administrator with the Pennsylvania State Police Commercial Vehicle Safety Division. The Commercial Vehicle Safety Division is responsible for the statewide programmatic oversight of the Commonwealth’s Motor Carrier Safety Assistance Program (MCSAP), size and weight, commercial vehicle inspection and compliance review programs. In addition, Mr. Kemp serves as the liaison between the Pennsylvania State Police and the Federal Motor Carrier Safety Administration, state government entities and local law enforcement.

Doug began his public service career in 1993 and has served in various positions with the Pennsylvania State Police and Pennsylvania Department of Transportation. Additionally, Doug is an Associate Staff Instructor with the Federal Motor Carrier Safety Administration and has achieved certification in the North American Standard Level I Inspection, General Hazardous Materials, Cargo Tank and Vehicle Size Weight and Load.

Mr. Carpenter is a Pennsylvania State Police Motor Carrier Enforcement Training Coordinator who has 16 years’ experience. He is an expert in the field as a FMCSA NTC Instructor and FMCSA NTC Master Instructor.

PMTA Refund Policy
Unless specifically stated on registration materials, the deadline to receive a refund for an event registration is 5 business days prior to the event.  No refunds will be awarded after the deadline or to registrants who choose not to attend an event. Event registrations are transferable to another registrant unless otherwise indicated on event materials. Refund and registration transfer requests must include the name of the event and registrant attendee name.  Requests will be accepted via phone, fax, or e-mail. Refund requests may be subject to an administrative fee as stated on registration materials.
