RE: UCR 2018 Registration Delayed Until Further Notice; Fees Likely to Drop
While we believe a new rule setting final fees is imminent, the Unified Carrier Registration (UCR) Board of Directors is delaying until further notice the start of the 2018 registration period while the Federal Motor Carrier Safety Administration (FMCSA) completes the rulemaking process for 2018 fees.
Due to this unanticipated further delay, UCR is recommending to all states that the enforcement period for 2018 compliance not begin until 90 days after the final rulemaking is published.
The fee levels being proposed are based on a recommendation submitted by UCR to the FMCSA in March 2017 to reduce fees for carriers at all levels by 9% in 2018.
Until further notice, please do not submit any carrier fees or forms for the 2018 registration year (online or paper forms). If received prior to the final rulemaking, your fees and forms will be returned.
Carriers should expect a further notice soon. We will continue to keep you updated as we become aware of relevant fee and registration information.
Applies to Residents' Access to Federal Facilities Through January 22, 2018
Harrisburg, PA – The Department of Homeland Security (DHS) has announced a REAL ID enforcement grace period through January 22, 2018, which means that Pennsylvania residents will not face access issues when entering federal facilities through at least that date.
This grace period goes into effect today, Wednesday, October 11, and applies to jurisdictions currently under compliance extensions set to expire yesterday, October 10. In addition to Pennsylvania, there are 27 total jurisdictions with extension requests still under review.
PennDOT submitted an extension request to DHS in early September and is currently awaiting DHS response.
The enforcement grace period applies only to entrance to federal facilities.
There is no enforcement on commercial air travel until January 22, 2018.
PennDOT has begun work on the implementation of REAL ID, and estimates REAL ID-compliant driver licenses and identification cards will be available at the customer's option in March 2019. This will allow ample time for customers who want a REAL ID product to get one before the final DHS effective date of October 1, 2020.

Temporary short-term traffic patterns will continue during night time hours (9PM-6AM).
The merge lane from 83 North to 81 North will remain reduced to one lane with traffic shifted to the outside shoulder and the merge point shifted to the North starting on or after the week of October 1st.
Both lanes of 81 Northbound traffic will be shifted towards the median onto temporary pavement for a short section. Lanes will shift back to their current configuration after the Paxtonia exit. These changes will take place starting on or after the week of October 1st. Traffic may still be reduced to one lane during nighttime hours (9PM-6AM).
81 Southbound traffic will be opened to three lanes from North Mountain Road South to the 81/83 split on or after the week of October 1st• Traffic may still be reduced to one lane during nighttime hours (9PM-6AM).
Traffic will remain shifted to the shoulders on both 81 South on ramps from North Mountain Road.
The above dates are tentative and could be delayed depending on weather conditions impact on the project schedule.
PennDOT to Conduct I-83 Base Repair South of York
Expect I-83 lane restrictions September 11-14 between 9:00 AM – 3:00 PM
Harrisburg, PA – The Pennsylvania Department of Transportation (PennDOT) advises motorists that Monday through Thursday, September 11-14, between 9:00 AM – 3:00 PM, its York County maintenance crews have scheduled roadway base repair on Interstate 83 between Exit 16 for Route 74, Queen Street in York Township and Exit 10 for Route 214 and Loganville in Springfield Township.
PennDOT advises motorists that repairs will be conducted in the southbound lanes of I-83 on Monday and Tuesday, September 11-12, and in the northbound lanes of I-83 on Wednesday and Thursday, September 13-14.
Sections of I-83 average between 23,200 and 27,700 vehicles traveled daily in each direction.

There will be periodic closure of US 301 at Strawberry Lane on Wednesday, September 13 between the hours of 6:00p.m. and 6:00a.m. to install five bridge beams for the new Strawberry Lane Bridge over US 301.
These periodic closures of US 301 will occur five separate times during the 12 hour period. We anticipate each total closure of US 301 to take approximately 45 minutes to 1 hour and create significant traffic delays that could exceed one hour.
We are urging all motorists to avoid the area and take and alternate routes or postpone travel through this area if possible during these times.
