On March 30, 2022, the Pennsylvania Motor Truck Association recognized its 2021 Drivers of the Month and presented the 2021 Driver of the Year Award at a banquet in Camp Hill.
PMTA’s Safety Management Council (SMC) Driver of the Month/Year program recognizes outstanding drivers for their achievement in highway safety.
To be eligible, a driver must be employed by a member company and reside or be domiciled in Pennsylvania. The selection committee considers a nominee’s driving record, customer service, and commitment, as well as letters of recommendation and other supporting documentation.
The program runs annually from January to December, and the Driver of the Year is selected from the 12 monthly awardees. The winning Driver of the Year for Pennsylvania is then submitted for nomination for the National Driver of the Year Award in the American Trucking Associations’ program.
The awardees were presented plaques during the program last week, which was sponsored by Sentry Insurance. The Driver of the Year Awardee received a trophy. PMTA board and SMC board members were in attendance to recognize these exceptional drivers, along with the drivers’ companies and families.
Between them, the 2021 Drivers of the Month have over 325 combined years of driving and more than 21 million miles. They embody the professionals who deliver America’s goods safely and efficiently every day.

Chartered by the Secretary of Transportation on February 11, 2022, the Women of Trucking Advisory Board (WOTAB) is charged with reviewing and reporting on policies that provide education, training, mentorship, or outreach to women in the trucking industry and recruit, retain, or advance women in the trucking industry. WOTAB will be composed of members whose backgrounds, experience, and certifications allow them to contribute balanced points of view and diverse ideas regarding the coordination of functions of trucking companies, nonprofit organizations, and trucking associations. WOTAB’s work will support women pursuing careers in trucking, expand scholarship opportunities for women in the trucking industry, and enhance trucking training, mentorship, education, and outreach programs for women.

Arlington, Virginia – The American Transportation Research Institute (ATRI) launched a new survey to quantify the industry’s experience in recruiting, training, and retaining young adult employees. This survey is part of a larger study identified by ATRI’s Research Advisory Committee as a top research priority in 2021 to examine how the industry can best integrate younger adults into trucking careers.
Trucking fleets are asked to provide input through an online survey that will document Millennial and Gen Z involvement in the trucking industry, carrier perceptions of the DRIVE-Safe Act pilot program, and recent developments in driver apprenticeship programs. This timely research will provide valuable guidance for cultivating an environment in which young adults can thrive in trucking careers.
“As trucking fleets continue to address workforce challenges, understanding how to tap the potential of this nation’s younger employees is critical,” said ATRI President Rebecca Brewster.

Arlington, Virginia — Today, the American Trucking Associations unveiled its 2022 Law Enforcement Advisory Board—a panel formed last year to advise the ATA Federation on ways to grow and strengthen relationships between the trucking industry and law enforcement organizations across the country. The board is comprised of ATA members who have previous experience in federal, state, and local law enforcement, as well as current and retired law enforcement officials who’ve contributed positively to the partnership between both groups. The 2022 LEAB has 37 members in total who combine for over 900 years of law enforcement experience. Fred Fakkema, vice president of safety and compliance for Zonar Systems, will serve as this year’s LEAB Chairman. Prior to joining Zonar, Fakkema served 25 years in the Washington State Patrol. “By building bridges between the trucking community and law enforcement, we can combine our resources and align them in service of our common goal to increase safety across America’s highways,” said LEAB Chairman Fred Fakkema. “These individuals have deep and shared experience across industry and law enforcement, and ATA’s Law Enforcement Advisory Board has created a platform where their expertise can be applied in a constructive and purposeful way—with benefits for the entire motoring public.” This year’s LEAB is subdivided into six working groups focused on specific issue sets:
Dennis Bailey, a fleet safety manager for Walmart Supply Chain Transportation, and Mark Savage, director of connected truck solutions at Drivewyze, will serve as the LEAB’s vice chairs. Todd Armstrong, a master sergeant in the Illinois State Police, will serve as LEAB’s law enforcement outreach advisor. Derek Barrs, senior program manager at HTNB Corporation, will serve as industry outreach advisor. Barrs previously served 28 years in law enforcement, most recently as chief of commercial vehicle enforcement for the Florida Highway Patrol. The other members of the 2022 LEAB are:

“Truckers are the eyes and ears of America’s highways,” said LEAB vice chair Dennis Bailey. “The trucking industry can offer a lot to the law enforcement community. Harrisburg, PA – PennDOT Secretary Yassmin Gramian announced that Bridging Pennsylvania Partners (BPP) was selected as the Apparent Best Value Proposer to administer the Major Bridge Public-Private Partnership (P3) initiative to repair or replace up to nine bridges across the state. The department and BPP will now enter into a pre-development agreement to finalize the design and packaging of the bridges to be built, financed, and maintained.
BPP is comprised of the following firms, including six companies headquartered in Pennsylvania:
"I am proud that we have reached this critical milestone," said Gramian. "Selecting a team brings us one step closer to delivering these important improvements to our infrastructure."
BPP was selected based on criteria including experience and technical approach to carry out the project; their relevant experience and qualifications of key personnel; their investment and financial experience; and their overall understanding of the project and their approach to deliver all project requirements.
The initiative includes the rehabilitation or replacement of select bridges – grouped in packages – and all associated infrastructure investments associated with that specific bridge, including roadway and approach work, improvements to nearby impacted roadways and associated tolling infrastructure, such as gantry structures and toll buildings for each bridge.
The department continues to conduct public involvement and environmental reviews on the nine candidate bridges announced for consideration in February 2021.
The first package of bridges, which will include only bridges that have completed the environmental process, is scheduled to be under contract by December 2022, at which time final design will begin, with construction expected to begin between fall 2023 and spring 2024. Bridges in subsequent packages will take longer to design and construct.
All construction work is mandated to be performed by contractors prequalified for work in Pennsylvania, and at least 65 percent of the construction work will be subcontracted, providing opportunities for Pennsylvania contractors, suppliers and vendors. Additionally, the pre-development agreement phase includes a Disadvantaged Business Enterprise – such as women and minority owned businesses – goal of 13.05 percent, with additional opportunities in future phases of the project.
Senator Wayne Langerholc was not pleased with PennDOT's decision to select a firm not based in Pennsylvania. He told the Pittsburgh Post Gazette: Langerholc
“It’s absolutely ridiculous,” the senator said. “This cannot stand. We have plenty of Pennsylvania companies that are more than qualified to do this work. They wrote the specifications so that no state company could be the lead.”
Sen. Langerholc also told the PPG that PennDOT is tone deaf for continuing the bridge tolling plan.

Animal agriculture throughout Pennsylvania focus is on keeping diseases off their farms in order to protect the food supply. At this time, PA Poultry Farmers are concerned about High Path Avian Influenza (HPAI). Trucking companies operating in PA can play a role in protecting the food supply. Any truck going on to a farm and/or agribusiness is asked to be mindful of the farms biosecurity protocols and ensure the truck tires are cleaned and disinfected; drivers where protective shoe covering; drop-off deliveries at alternative locations (if feasible). This disease is very easily spread and is currently impacting birds all around the Commonwealth. HPAI can impact all birds ranging from wild birds, commercial production poultry barns, small flock-backyard birds. There is no treatment to cure birds impacted with HPAI.
On Saturday, February 26, the Lancaster Chapter hosted its Annual Winter Gala at the Eden Resort in Lancaster. The event was well attended with more than 275 PMTA supporters in the room.

The extension of the modified Emergency Declaration continues the exemption granted from certain requirements in Part 395 of the Federal Motor Carrier Safety Regulations (FMCSRs) for the fifty States and the District of Columbia.
